Finland Nicotine Pouches Regulations: Regulatory Timeline and Implementation Date
Finland did not implement all rules at once. Instead, these rules are being introduced in phases. The following are the major regulatory milestones, effective dates, and implementation deadlines for Finland nicotine pouch regulation.

What Does the Finland Nicotine Pouches Regulation Restrict
The amendment to the Tobacco Act introduces a new definition of a non-combustible nicotine product, which covers nicotine pouches and similar products. The amendment also introduces new restrictions on the sale, use, composition, packaging, and notification of these products.
(1) Sales and Market Access for Nicotine Pouches
Since August 1, 2025, nicotine pouches and other non-combustible nicotine products have been regulated under Finland’s Tobacco Act.
The retail sales of nicotine pouches require a license issued by the municipal authority, while wholesalers must submit a notification before supplying these products. Businesses already selling nicotine pouches when the amendment entered into force were required to submit their license applications or wholesale notifications by October 31, 2025. Sellers that met the deadline may continue selling products until July 31, 2026, even if the municipality has not yet completed the licensing process.
Finland also prohibits online sale and cross-border distance sales of nicotine pouches. Consumers cannot purchase these products from outside Finland through postal services, freight transport, or other similar delivery methods. However, products legally acquired before the law entered into force may still be used or possessed under the transitional provisions.
The current restrictions, including the marketing and display ban, as well as prohibited sales to minors, will remain in force. The Tobacco Act also bans the use of non-combustible nicotine products in and around pre-primary, primary and secondary schools, as well as daycare centres and playgrounds from August 1, 2025.
(2) Nicotine Pouch Composition, Flavour and Packaging
As of February 1, 2026, nicotine pouches sold in Finland cannot contain more than 16.6 mg of nicotine per gram of product. Each nicotine pouch must also weigh between 0.5 grams and 1 gram.
Finland’s nicotine pouch flavour ban prohibits additives that create characteristic flavours other than mint and menthol. As a result, flavours such as fruit, berry, candy, and other sweet flavours will no longer be permitted.
Meanwhile, packaging requirements become stricter. From February 1, 2026, all retail packaging must include mandatory health warnings in both Finnish and Swedish. From August 1, 2026, plain packaging requirements will apply to both packaging and the appearance of the non-combustible nicotine products.
(3) Product Notifications for Nicotine Pouches
Manufacturers and importers must submit a product notification to the National Supervisory Authority for Welfare and Health (Valvira) before a nicotine pouch or non-combustible nicotine product is sold or otherwise supplied to consumers in Finland.
For products already on the market when the amended Tobacco Act entered into force, product notifications have to be submitted no later than January 31, 2026.
